maven did not witness Cortex map completion

I found a Cortex map.
Gave it to a friend, and we ran it together on his map device.
He has the central passive tree mostly unlocked, just missing a few for completion.

He did not get progress / maven did not witness the fight.
We made 100% sure he had Maven enabled, the map device button was orange.
What gives?

as of 3.14 all uncharted realms encounters areas only the map owner will get witness credit and is not a bug.
