Really bad performance & stuttering with 2080S/3700X (low GPU/CPU usage) (video)

Hi everyone.

I know a lot of people are suffering from performance issues and stuttering but I don't think my game behaviour is normal.

I'm really disappointed because I'm loving this game but this is so frustrating to play right now, due to constant stuttering and fps drops.

My rig is : RTX 2080 Super, Ryzen 7 3700X, 16go 3200 Mhz.What I noticed is that my GPU and CPU usages are quite low (~30-40%), and when I get big fps drops, my GPU usage drops to 10-15% (you can see it in the video).

I tried using Vulkan instead of DX11 but it doesn't help.

What can I try?

I don't have problems with other games.

Thank you very much!

If you haven't done so already, I would suggest you try enabling Dynamic Resolution with a target framerate of 60 FPS. This generally provides a more stable experience.

It also looks like you are experiencing some latency spikes which may be contributing to these issues. Could you confirm whether you are using a wired or wireless internet connection?
Hi and thank you for answering.
I tried enabling Dynamic Resolution but it didn't help unfortunately.
I am using a wired internet connection.
If you could provide us with a copy of your DxDiag report, and your production_Config.ini file, that should give our team a bit more information to work off.

To generate a DxDiag report
You should be able to generate a DxDiag report by searching your start menu for "dxdiag" and running "dxdiag.exe". Once you have done so, please click "Save all Information" and attach the resulting text file in a reply to this email.

To find your producition_Config.ini file
The production_Config.ini file is typically stored here: C:\Users\YOURUSERNAME\Documents\My Games\Path of Exile

You can provide this information to us directly over email at techsupport@grindinggear.com. The appropriate team members will then look into your issues as soon as possible. Linking this thread may also be helpful.
Hi Kane,

Thank you the quick answer.

I contacted the support and I got a response, I'll send them the files and continue to exchange with them.

Kind regards.

Please tell us how it went if they were able to fix the issue. I have an rtx 3060ti, 16rb ddr4 ram, i7 7700k watercooled, game installed on ssd and I'm lucky to get 50fps (usually 40fps) at 1440p (dynamic res, dynamic culling.. several gfx options not maxed).
Hey! Of course, I'll keep you informed.
Unfortunately, I tried a lot of things on my side but nothing helped.
Tell me aswell if you found anything useful!
Hmmm, would you Exiles mind posting what Skill Gems / main Actives you're using too?

Ryzen 1700x + 8gb Rx480 + 32gb ram here, game on SSD independant from OS Disk

When I BladeFall + BladeBlast, the game isn't playable, freezes almost every cast when I get to thick-er maps.

Switched to Vortex, POB dps from 28 million to 1 million, but my frames are 30-40 in the most thick fights instead of 2fps.

Still get random frame time spikes that don't seem to be related to how much is going on on screen.
Hey, I'm playing Bleed Bow Gladiator.
All my skills are : split arrow (main), puncture (snipe), ensnaring arrow, flesh and stone, war banner, vaal grace, enduring cry, dash, malevolence.
I played a Frost Blades Berserker last league and had the same issue so I don't think it's related to my skills :(

Im experiencing simillar situation Ryzen5 1600AF(4ghz),GTX 1070Ti,16GB RAM. It has nothing to do with skills, theres st messed up in the PoE engine itself.

I have tried everything, even fresh win instalaltion (win 10 enterprise 64bit). My HW is perfecly fine, temps are more than OK, since I have an open bench, both CPU and GPU are sitting at low 60s at max. No issues with other games or stress tests. Everythging is working just fine except PoE

I even have to run the game as admin to make it perform acceptable with Vulkan enabled (DX11 runs fine without) otherwise it gets laggy and stuttery with ocassional texture flickering etc. I have NO idea how just enabling "run as admin" can "fix" things like that.

But there is still the same issue as you described, game is not using my GPU/CPU fully when needed which is causing fps drops.
