Anyone else have Generals Cry issues?

This morning I was using Generals cry + vigilant strike + the vigil jewel on my DD necro to gain fortify as I have on here since the start of league

I made a new char to put the gems and jewel on my new char and now I cannot gain fortify and generals cry does not summon any minions

Yes there is 40 str in radius of the jewel
Yes the gems are linked together
Yes there are enemies nearby when I am casting the warcry
Yes there are corpses nearby when I am casting the warcry

I have tested it in 3 maps during ritual during map and at boss

no fortify, in fact no summons from the generals cry at all

Am I the only one having this issue???

They killed it, now it doesn't work with ranged weapons =(
