Daft question, but, is it normal to be missing a "citadel" on the atlas?

Basically, as title here's my atlas:



As you can see I have several watchstones already, but I've never gotten to maps before and my google-fu is failing me. I just wanted to check if this was an expected thing before filing a bug report.

You have to find it by running the correct map. And I seem to have gotten it by spawning the first conquering zone in a region too, even if I had not found the citadel.

I would just play on, and try complete maps in that region. Or slot a watchstone and find the conqueror.
