Using Fan of Blades Cluster node and it's only occasionally working

When using Fan of Blades, it only procs occasionally.

Equipping a new weapon and weapon swapping sometimes(???) fixes this problem, but it doesn't last. It's pretty important for the build so it'd be nice if it were fixed. TY GGG!

It hasn't worked when using two claws, and removing the second claw sometimes helps.
