tulfall frenzy charges with minimum power charges?

if my minimum power charges is also my maximum power charges, and i have tulfall...do i still get frenzy charges if i cant technically lose all of the power charges?

Pretty sure you wont get frenzy charges since you never actually lose power charges. It just stays at 4 or whatever your min is.
So your max power charges needs to be 1 higher than your min. |

You need to "reach" your maximum power charges first.
If you begin the instance with max power charges anyway, it won't. |
