Can't use sacrificial fragments to open vaal areas

Can't open Vaal area When I put in a sacrificial fragment into the map device in HCSSF league, it says "Fail to add the Maven to map because The Maven is not interested in this region."

I do have Maven feature unlocked in trade league but not in HCSSF. Even if I deactivate it on trade league I still couldn't open the Vaal area in HCSSF.

I am also getting the same message when I try to activate my Vaal fragments.

Is there an update on this? In the past I would just put them in there and make a circle and it would be good to go. I'm wondering if I'm doing something wrong now. Still kind of a noob at this..
