Cannot add passive points after maven encounter when conqueror spawned

There was no option to add passive points after I killed all bosses from Maven's Encounter. The conqueror was spawned in the same region i did the maven encounter.

Same issue. I had to talk to Kirac to get the Conquerer's citadel location and from with that done I could allocate the passives.

Conqueror was ready for that region, did the Maven invitation, couldn't apply the passives once done, also couldn't once I left the Maven arena. The Citadel isn't on the atlas at that point so you can't click it there. Once I talked to Kirac I could assign the passives.

This isn't a bug but game design by GGG.
