Can you still copy files from steam to standalone client?

I use mobile data so it is expensive to download 28gb again, is there any way to copy the steam files to the stand-alone client to save some of the large download bandwidth?
Old posts talk about copying a content.ggpk file between installations but I can not find that in my steam folder, has the system changed recently? I tried just copying the folders and files over but the stand-alone installer didn't detect them and was downloading the whole content.ggpk file. Last bumped on Jan 13, 2021, 7:33:24 AM
