Why Nerfs insted of global caps?
Every time a build "outperforms," the developer nerfs skills as opposed to the end effect. As a result, all builds that used those skills in an non-outperforming way are now just gutted.
Imaging, if the government decides to combat road speeding by regulating car manufactures to make each and every car twice as slow as it was. Racing cards will do just fine, while all "everyday" cars will become garbage. For this reason, we have speed limits that apply to all cars instead. We already have this with max resistances. Can we do the same with damage or auras? Like "no mob can be affected by more than 5M of damage per second regardless the source"? Or "only two auras can affect a unit"? GGG doesnt like such things as "caps". They like that you can reach enough APD to hit 50 times per second. They like that you can run at 1000% move speed. But they will nerf such builds if they will be much stronger than other builds.

Like mother-hen gg wants to protect their playerbase from burnout by playing same build multiple times and nerf based on popularity. There isnt any other resemblance of balance otherwise besides the fact that it is complete joke.

They have never opposed the idea of sinking endless amounts of currency to become a complete god...however we frequently stumble across a meta build that costs 50c to do what costs everyone else 20ex. That makes all the other builds feel demoralizing, so that's why nerfs come in.

Caps are an absolute nerf; percent nerfs and sliding-scale nerfs keep powerful builds out of the hands of the great unwashed.
Aura stackers will still be a thing, but only for the wealthiest players, i.e. dozens to hundreds of mirrors of ongoing investment through large guilds and clans. You have to understand GGG plans the game around streamers.
They HATE casual gamers getting the same experience by using intelligence, game understanding and not grinding. Look at the patch notes - nothing said summoners were particularly powerful, just that they had good performance for the money, thats literally why GGG said they were nerfed. So basically, if you find a way to avoid grinding, they will nerf you. If you create some 100ex build, they will probably buff you. If you are not a streamer, the actual game is you vs the devs. Fortunately, players have the advantage because there are so many interactions in the game, some build here or there is always "broken" i.e. work to complete the game without dozens of exalts. Because the fun for many is in the chasing the power gamer build. Go watch some streams right now...endless hours are spent how to wreck content next patch. With hard caps you destroy that incentive. I thought it a mistake on resistances and block as well. Lazy way of balancing and takes the fun out of theory crafting. Much better to play whack a mole after they had three months of fun IMO.

" +5 I couldn't agree more. All this constant buff / nerf merry go round cycle needs to stop. Idk how many times they've nerfed and buff seemingly every other patch or league but shit's annoying. I made a comment about this a few times but here's the most recent one I made from that developer manifesto thread " GGG really should simplify things instead of trying to complicate stuff for no reason other than wanting to look like a deep in depth game. It's like their trying too hard to appease idk who or what by doing so but it's unnecessary. ----------------------------------------------- For GGG - Make cap limits for stats, damages, etc and make ALL skills equally endgame viable by having the same damages and call it a day. This way people can be 100% diverse in their builds by the way they put their tree together, what items they use and have motivation to choose which skills they WANT to use. You basically want players to use certain builds but don't explicitly say which ones or how exactly you want us to; so you nerf everything else outside of that. No more pigeon holing people into having to use 10 to 15 skills out of x hundred that's in the damn game; rendering them unused and having be rebuffed or looked at cause players aren't using them. Can you imagine how fun and wild PoE would be if no builds were nerfed but instead caps were in place? You'd have people using hundreds of different skills competing with each other.
