I was thinking blazing salvo or ball lightning would be good skills to work with it and battlemage. To proc it you would just shield charge or w/e and hope that the 4 seconds of more cast speed line up.

IMHO Divine Ire and Flameblast will best fit the passive. Playstyle would be shield charge - cast - repeat and both of those skills fit well and benefit greatly from cast speed and AOE.

Storm call in spell echo. Both cast speed and AOE heavily benefits.
