i have been curious of which effect or mtx this might be for quite some time now. i saw it in multiple gameplays(i think) but could not nail it down yet.

It is the new "Primal Aegis" coming with the reworked Elementalist ascendancy. Other aegises have existed before (granted by Solaris and Lunaris themed shields) with similar effects.
