Chat Dialogue being weird?

So not sure if this is a bug, but I have all chat dialogue being shown in text chat 100% of the time, I've turned off Output Dialogue To Chat, and it still shows. wondering if anyone has a work around?

The 'Output Dialogue To Chat' setting means your specific character comments will be displayed in the chat box as a Local message. Banter between your Heist team and Master dialogue isn't affected by your chat box settings or the 'Output Dialogue To Chat' setting at this time.
