Heist "steal without setting off the alarm"

I don't understand how can I "steal X without setting off the alarm" when touching X fills full alert bar. What am I missing?

Taking it, so "setting off the alarm", still counts as "contract completed".
What is the point of "without setting off the alarm" if you can ignore "without"? |

The first few tries also got me confused with the wording. Turns out that it is impossible to not set off the alarm once you shattered the glass encasing, even if your alert bar was completely empty prior to that. Shattering the glass encasing will always set off the alarm no matter what.
