Harmony of Purpose (guardian ascendancy passive skill) doesn't generate frenzy charges

The title is self explanatory: my character cannot generate frenzy charges from the passive skill.
Here's a screenshot that you can see that I have endurance and power charges (that were also generated from Power Charge on Critical Support Gem), but no frenzy charges.  I've been playing for about 1 hour and got no frenzy charges from this passive skill. I believe it's glitched. Last bumped on Nov 12, 2020, 2:55:47 PM
