Why Glancing Blow nerf is a LAZY nerf

Following up, I took the advice to respec out of glancing blows and to build up block instead. The difference in survivability is very strong, with 75% block to attacks at the moment (and 32% block for spells). The total extra investment needed amounted to two passives to realize a high degree of improvement in tankiness.

Block to attacks can go all the way up to 81% because of additions to max block, and so there's still more tankiness yet to come. Rumi's Concoction isn't needed and probably shouldn't be used, in the longer run, because other sources of block will tend to have better uptime.

This is just an "N" of 1, but glancing blows made my staff-wielding character noticeably weaker than if I hadn't selected it. That seems like an odd state of affairs.
Now that prestige classes will finally leave lab in 4.0, will GGG get it right this time or will they find new ways to repeat old mistakes?
