i have no idea what these implicits do?

It mean exactly what it says, an item can have at max 6 mods, 3 prefix and 3 suffix. So if it says what you just posted, it will have instead 2 prefixes and a 4 suffix cap.

They do exactly what you think they do. What they don't say is that they give a multiplier to the remaining affixes (but I can't remember what it is). The base that has -1 prefix and suffix I think gives a hidden multiplier to the remaining affixes. Or maybe it's not hidden, I can't remember. The simplex amulet. Thanks for all the fish! IIRC the effect of the implicit is easiest to observe on a magic rarity ring because prefixes become impossible to craft but you can get something like two different resist modifiers.
