Can't complete Heist main quest / Have only 6 allies in Heist

Hello!
I'm on level 100 and I still did not open all allies in the main heist quest. I don't get "green" contracts from the chests, my "Heist Quest" challenge says I've completed only 9 of 15 quests. Was hoping for some patch to fix it but it looks like I'm some kind of lucky bastard cause I couldn't find anyone with similar issue. Please help me to play the league feature! unlock rogue is not tied to quest contract....use all your existing crew and level them all, and then you will unlock the rest of the crew.....
