Please, explain Withering Step and Phase Run interaction, pros and cons.

I am currently playing with chaos damage attack build.
What really interests me is the interaction between withering step and phase run.

So, situation:

1) I run to a boss, cast withering step, then starts running around him with phase run.
2) I run to a boss, cast withering step, run aound without phase run.

What will be the difference?

Starting phase run removes my buffs granted by withering step (elusive). However the 8 withering stack on the monster remains in any case.
So, how to compare offensive and defensive pros and cons of these two scenarios? I just cnno figure out which one is better.

The main difference will be... well, you have Phase Run, You will be slightly faster, harder to detect (only matters mattered in Heists). You will also have phasing, which can be extremely useful in cases of large packs in small areas (like Heists).

Casting phase run after Withering step will stop your Elussive - the boost from Phase Run should give you nearly the same movement speed if you don't invest so much in Elusiveness, but you will lose some Dodge/SpellDodge. I can't really see why you'd want to run around a boss(not jumping/teleporting - plain running around), but it will provide the ability to do so. You can also skip the part in Phase Run where you run amok and just use the boost for More Melee Physical damage in order to boost a lot, say, a Viper Strike hit (the Withering Stacks will work for a big hit, but not a big poison). Mind however that you will mostly deplete all your Frenzy Charges - if you use them to begin with

Not casting Phase Run will keep the elusive up until you actually engage the enemy. It will also force you to walk rather than kiting boss' attacks with teleports and jumps, which is sub-optimal where fast reflexes (like Sirus) are required. That said, the extra Dodge may help you survive being oneshot. Once or twice.

Maybe only experimenting with different setups will answer the question what is better for which build. Maybe it depends upon playing style. I use secondwinded dash for movement, so i combine dash and withering step, i feel rather comfort with them.
If there are frenzy, yes, in this case phase run will do bad job :(

circling around boss gives predictability of micro. In tight situation it is possible that there is no charge for das, for example, and Sirus beam will shot you. I combine fast movement with blinking and it gives good boost in microing for dodge. I'd say fast run give some confidence.
