Does Stormbind use Intensity?

Does Stormbind use the Intensity mechanic? I can't find any information about it. I am wondering how it plays with things like:

Apex Mode Cobalt Jewel -- Spells which have gained Intensity Recently gain 1 Intensity every 0.50 Seconds

Intensity passive -- Spells which can gain intensity have +1 to maximum intensity

Nothing indicates that Stormbind uses intensity, but the way you channel and it increases damage over time just seems like it would. Maybe these fall under a charge mechanic instead?
