New Hex build skill: Summon Doom Toad

Intended to mix life up a bit but still encourage hand-cast hexes.

Summon Doom Toad
Spell, Minion, AoE, Duration, Hex
Summons a volatile toad which rushes the target enemy (or the closest, if no target) and explodes, gaining additional effects based on the hexes present on the target. The explosion deals physical damage. No maximum summon limit.

+2.5s to base duration
+5s to base secondary duration
Minions have more minion damage equal to total Doom on the target
Minions always explode at the end of their duration or on death
Vulnerability: minions' hits have 50% chance to cause bleeding
Punishment: minions' hits impale enemies
Temporal Chains: minions' hits hinder enemies reducing movement speed by 30%
Enfeeble: minions' hits have 30% chance to blind enemies
Elemental Weakness: 50% of minion damage converted to a random element
Flammability: explosion causes burning ground
Conductivity: explosion causes shocked ground
Frostbite: explosion causes chilled ground
Despair: explosion leaves a toxic gas cloud

Actual hard numbers for skill balance are up to GGG if they use the suggestion. This is a thematic suggestion that I feel would fit well with the game and would encourage more primarily hand-cast hex builds.
