The server is not responsible for opening the chat box. That privilege belongs to the game client.

Quick and dirty check for if an action is server-side: go into afk mode, then perform the action. If you're removed from afk mode chances are the action you performed was server-side.

But yes, clarification of what is server-side would be nice, especially if they're using it to define what is legal.
