this buff got timer count down of 1:40 minutes during heist and i dont understand why , he spams it every 30 seconds anyway and there is no reduce buff effect during that time , seems like useless timer and data

Don't see the problem, Alva's buff lasts 5 minutes and she still spams it every 30 seconds. The point here is having an aura that is way longer than the cooldown so that you are not forced to always stay near your ally while fightning.
