Trading in Divination Cards on low level character

Hello,
I turned in "The Last one Standing" Divination Cards for Atziri's Disfavor Vaal Axe. Unfortunately, I did it on my lower level character and the item is now only item level 33 and I am unable to get more than 4 sockets. If I'd known this would have been the case I would have turned the cards in on my level 92 character. GGG never did refund like this......
