Why wasn't I given the NPC Niles, the Interrogator, Vinderi, the Dismantler, Gianna, the Master of Disguise ??
How can I complete contracts that require Deception?

Closed 120 Atlas and upgraded the rest to 4/5 abilities

Any iDea how can i get them?

I passed All the green contracts that I got. Kurai does not give any new quests ..

Im not entirely sure how to spawn the different leader. I'd suggest just doing a bunch of regular contracts until they spawn.

I think Grimro (a Youtuber) said that you can see your current levels of your rogues by pressing "v" in Rogue harbour. If you see a rogue with only lvl 1 in each profession, then if you run a mission with that rogue he or she ought to be accompanied by one the rogues you're missing.

I suppose if you only have level 1 in engineering on each rogue, say, running an engineering mission may do the same (i.e. become accompanied by a missing rogue).

Edit: and as mentioned do green contracts. You've only completed four of them. It's possible you will become accompanied by new rogues by doing more, if you find any. I don't recall doing many green contracts before receiving all my rogues, though.

Edit2: There is a NPC standing besides "The Fence guy" which sells contracts. Buy a level 1 Deception for 1 chance from him and run it (answering your other question).

Running regular heists with thieves you already have will get you the next one. I think those heists have to be run with level 1 as the ability requirement. For example, Tulina running lvl 1 Agility heists will net you Nenet.


I forget if I got Niles while running with Huck or Tulina. One of them I believe.

I do remember that I got Vinderi while running with Niles, and got Gianna while running with Vinderi, so you gotta get Niles first to get the other two. Try lvl 1 heists with Tulina, Huck, or maybe Isla. One of them should get you Niles.
