Elemental Penetration With Hexblast

Hello!

I am playing hexblast, and I am still wondering the interactions between elemental penetration and hexblast.

The way I understand it.

> Hit with hexblast (damage modifiers applied)

> Monster Resistance gets factored in

> Lowest Resist is chosen

> Damage is dealt

Now my question is: Does damage penetration get factored into the Monster resistance or the lowest resist chosen? For example: If I use Cold Penetration Support or WISE OAK (My primary question) Will it scale with the monster resistance? Or is this not applied.

According to Mark pen is factored in for the chosen resistance.
