How does the +% increased damage per power charge mod interact with discharge?

I'm guessing it won't apply to the discharge damage because those charges will be removed after discharge is casted, what do you guys think?

Damage is calculated when the hit hits the monster, thus you will only gain the benefit if you recharge the charges between when you cast it and when it hits
