"The Druggery" functioning

EDIT : I tried this again and now if the wearer is at full HP they can actually use the life flask and heal their allies, it's weird that it didn't function before but now it does, but it's good lol.

Hi everyone,
I'm creating this thread to propose a change regarding the functioning of "The Druggery" unique cloth belt.

As the description of the belt says "100% of Life Recovery from Flasks is applied to nearby Allies instead of You". Everything works as intended but there's something that makes this item sometimes unreliabale.
If the wearer is at full HP (Either an energy shield build, very high HP regen, etc.) but the allies are damaged, the wearer cannot use life flasks to heal their allies, because the wearer cannot use life flask at full HP.
Wouldn't it be possible to change the belt behaviour so that it can heal allies even if the wearer is at full HP? Otherwise the item can be quite useless sometimes and this functioning kills the entire idea behind this belt.
