Smuggler's cache not showing up in maps

After I failed a story mission from heist, I had a kiss goodnight stuck in my inventory with no way to complete the contract. This is because smuggler's caches stopped spawning in maps. I tried droppign the quest item on the ground and logging out, but smuggler's caches still aren't spawning, so I have no way of progressing heists.

Weirdly I'm having the same problem, have not found a single smuggler cache in maps even after completing 20 of them. I only get heist drops from mobs, but no caches anywhere.

Smuggler Cache's are super rare in maps. I don't know if this is intended, but I only find them every 20 or so maps. They seemed more frequent in leveling.

same here hundreds of maps with no smugglers cache, but GGG dont give a dam
