For sure You can! Even more - You MUST to trade and have a deals with other players, if u want to play POE. It's necessary for most of POE players.

About gifts, donations, borrowing and etc. it's another story, but very close.

IF upon emailing and waiting for and answer and getting a reply stating you broke the ToS and then the ban is permanent that means they that the account was already flagged as suspicious activities, the locked it before you could do more damage, asked you to email them (a thing bots don't usually bother with since they just make a new account), if you contact them they initiate an additional investigation to ensure that their detection for whatever it is was correct and depending on severity will either straight up enforce the ban or get you agreement to not do it again (which is specific to scamming only)

If you have been perma banned they are after emailing them they are pretty damn sure you broke the ToS and that's it, end of story...no one can or will help you further.

In any case GGG owns the account and allows you to use their property. They have full authority to ban every account in the game and force a full reset if they so desired, all while not informing anyone what they are doing. Terrible business sense that, but you agreed to that level of authority.
