The only question You have to decide: via (safe) corruption, or not.

The easier is the corruption via Einhar's beast, as You can simply buy the beast (if not found yet), and run it immediately. But as I detailed above, it will make Your item 30% corrupted, so no more changes on that item anymore. However, all other stats will remain the same on the item.

The other way is via Jun's missions, but it is much more time consuming. You have to setup Your betrayal board to have Hillock in Transportation, and You have to have him at level 3 (3 stars), and You only can make the item to 28% quality. However, Your item remains uncorrupted, so if You want, You can change it afterwards.

Also, You have Your enhanced quality raising by 4%, so 28% vs. 30% quality does not make any difference due to roundings, so if You have the time, Hillock is a better option in my opinion.

Then you run more missions to execute him until he's rank 3. Once he's both rank three and you can run the safehouse you'll get your quality.

It's actually easy and pretty fast to get someone where you want.
