Fiery dust quest issue (Act 3)

Briefly:
Lady Dialla didnt give me Infernal Talc to break Undying Blockage

Details:
In a new instance of Battlefront the Blackguards chest is closed (highlighted, green sign). When i open it there is no Ribbon Spool in it.

Lady Dialla has no "quest reward" speech option

The quest in World menu (U button by deafault) shows that quest is not closed, but in upper right corner i see just:
"Travel to the Docks"
"Travel to the Ebony Barracks"

Does any one know what can i do with that?

To complete Fiery Dust and get Infernal Talc you need to give Dialla the Thaumatic Sulphite from the Docks.

Haha...no. There are so many quests, it's easy to forget which bit goes with which.
