Herald of Thunder has "Spell" tag, but is not affected by Critical Strike Chance/Multi to Spells

As written in title, HoT having "Spell" tag made me buy jewels that affect things like spells - hence multi/multi with spells/multi with lightning skills. However, multi with spells doesn't affect herald of thunder. "Damage inflicted by this skill is not affected by modifiers to spell damage" it says on the skill, but never does it say that modifiers to spell crit multi don't affect it either. Is this a bug or is this something that hasn't been explained in the game, but works as intended?

Global Crit chance does not apply because the thunderbolts aren't a spell. Only local crit chance which would be gems with spell tags that will support it or an item with "socketed spell gems have crit chance".
