Can Someone Explain "Increased Damage While Leeching Life/Mana" To Me Please?

How exactly does it work? Does the increased damage only activate during the duration of you leeching either life or mana? Does the increased damage still work if you have life/mana leech on your character but your life or mana is already full while you are leeching? It would be useful to know as the Reddit posts and forum posts on this seem to not be that clear. Any help and/or answers on this would be greatly appreciated. Thanks

Doesn't work with instant leech and doesn't work on full life (unless you got Slayer overleech)

Can't see you're character since you're private.
If you're a Slayer with Brutal Fervour, life leeching does not stop on full life, so you can continue to get a few more seconds of benefit after hitting full.
