and why would anyone release this outside of an alpha/beta? ps4 doesnt even have the option to turn down the bloom and everytime i harvest im greeted to bright overwhelming lights. Its amazing that ggg continues to set lower and lower standards for themselves.

Why? Because GGG thinks we're blooming idiots. All PoE junkies will be like "cool man" and "far out".

If GGG is trying to figure out what configurations it does and doesn't work well on, than surely an option to turn it off would be wise during this test phase so that those affected by bugs can avoid them instead of being forcibly subjected to either the bugs or inability to play because of intolerable bugs... right?

Sorry, I didn't mean to derail this thread. I captured the gif myself so I'm also looking for a way to disable bloom. I'm not sure what others are experiencing but in my case it's really bad (and I've finally got a response from the tech support team this morning so we'll see how that goes).

With all the other fx for which players have asked/pleaded for a slider control to "dial down" and minimize the fx clusterfuck in PoE and GGG refusing to add any it's not surprising that GGG has no option to turn this off or a slider to dial down the intensity of it either. Just like the mandatory need to control sound levels we should have several sliders to control the visual fx intensity so if you like that sort of visual pollution you can slide it up and if you hate it you can slide it down and minimize it.
