Fist of War + Action Speed

There are very few cases in the game where you have to attack more than once per two seconds on a build using this gem, and a lot of them are head-huntery builds that move crazy fast through maps.

Any amount of downtime between attacks monumentally increases the relative value of this gem.

It's likely that in a pure dps sense, this isn't the top gem. It would be dumb if it was. From a practical sense, applied in the actual gameplay, fist of war is generally great.

I think it does its purpose on a 2h build
no, it does not. Heavy attacks suffer from multiple things. Lack of damage, lack of mobility, lack of defense, just to name a few. The game is setup so if you stop you die so the lack of mobility is a game killer, you do NOT gain any additional defense, hell you can get inturrupted even if you took the stun immune node since tons of small hits dont count as stun, they just stop your attack during the windup meaning... your dead, you get no additional defense, hell they NERFED passive defenses this league so your doing less damage clearing multitudes slower, dying more because the game is designed around mobility.

The gem is just a noob trap, you think ohh look more damage .... on a stupidly long CD, they should remove the CD and either make it on all slams, or just have to have a 2 hand weapon to use.

This is not a 2hand league, it is a nerf everything into the ground so we can introduce warcry league. If they really want to make 2 handers better then they need to do stuff like re add the lvl 20 fortify on hit that they removed from the rolls, add in some added mechanics to 2 handers, as is they are still not worth it.

Its worth using on anything up to like 4 aps in most circumstances, or 3 for hard bossing. It actually synergises very well with pulverize as that slows your attacks down anyway or for ailments.

The first part must be the most recitated nonsense around in this forum and the second part is outright wrong.
If your build can't handle standing still for ~0,5 - 1 second then you should check your build because there is something massively wrong with it.
And if you are stun and freeze immune there is NOTHING stopping your attack, I sometimes take my time using all 3 warcrys + earthquake while in the middle of a pack (juiced up tier 16 maps) and I always get away with it. Heck if you don't mind having another button to press you can even turn your earth quake into a freeze supported flicker strike like shown here:

The gem is a noob trap in the sense that noobs will think it's bad because they can only think in POB DPS dimensions and not in real scenarios where you aren't consistently standing still for several seconds anyway. And because noobs can't make proper builds and will then complain about dying. But they always do that so no difference to other playstyles here. Heck we've had plenty of summoners here complaining that they can't stay alive.
