Augment a Magic or Rare item non-existent at higher levels?

I don't know if this is a bug or a "feature" of if I am just incredibly unlucky, but after about level 40 I haven't seen any "Augment a Magic or Rare item with a new _____" crafting options as part of my harvest. Is anyone else noticing this? Is it just incredibly rare at higher levels?

Between me and my friends, we have probably gone through over 600 harvests (full-ish seed loadouts, so probably around 12,000 seeds) and we haven't seen an Augment crafting option past level 40.

At first, this league looked really exciting. I was thinking about all the interesting crafting options we could have with the Augment feature, but at this rate, I am just going to stop utilizing the league mechanic all together. The league is essentially a glorified chaos spam without the specific augment modifiers.
