Conqueror's Efficiency not working with heralds?

So I'm leveling using Blade vortex and 5 heralds so I thought I could easily have enough mana free by socketing Conqueror's Efficiency to cast it with unleash. I have all herald mana reservation nodes allocated which brings herald mana reservation to 20%.
To my surprise I found that socketing the jewel did nothing. I still had all my mana reserved. So I did a bit of testing.: -Other jewel socket changed noting. -Allocating small mana reservation nodes also didn't make the jewel change the mana reserved. -Allocating a notable passive(Sovereignty was the closest) however did make jewel work as it's supposed to Is it because of rounding?
