Game Performance - Unplayable after Vulkan / Windows 10 May Update

I really hope I can get some help since I'm out of ideas.
Since the Windows 10 Update / Vulkan update (Not sure which one was first for me thus cannot pinpoint it as an issue but rather as a timeframe around when I started experiencing issues) I noticed the performance of the game became really poor and unplayable in some situations but sometimes it would run just fine.

This was not happening before and I was getting regular/normal performance without any issues.

The video below explains what kind of issues I'm experiencing and it's mostly happening when opening/fighting Legion encounters, previous league it was happening during Delirium (few occasions that I've had with Delirium on this league it still seems to happen), it even happens when opening Strongboxes however not all the time, it sometimes happens during syndicate encounters as well.

I tried different thing and lately I'm just out of ideas so I am hoping the community or GGG can solve this so me and anyone else that might be experiencing the same issue will be able to enjoy the game once more.
- I have tried uninstalling and re-installing the video drivers, I tried with previous version as well as the latest version 446.14 with the same results.
- I have tried switching between the renders, with both the experience is the same.
- I tried lowering the settings (which I shouldn't need to considering the power of my PC) with the same results.
- I have tried disabling the dynamic resolution.
- I have tried enabling the dynamic culling.
- I reinstalled the game yesterday.
- I have even reinstalled my Windows completely today and still running into the same issues.
- I have made sure that the game is using the discrete graphics card rather than the Intel one.

Specs: Asus ROG G703GX Laptop
CPU: Intel i7 8750H 2.20GHz - Currently running at 3.9GHz Boost (not overclocked)
Graphics Card: GeForce 2080 8GB GDDR6
RAM: 32GB
Storage: HDD + Samsung 970 Evo Pro SSD (Game is installed on the SSD)

It's similair for me except Vulkan helped me at first. When they introduced the Vulkan renderer in Delirium everything finally worked so smoothly and it was a joy to play.

After the Harvest launch running Vulkan doesn't help at all, it's just the same frame drops, microstutters and general shitty frametimes while playing, especially during Legions and Conqueror mob spawns - ruining my favorite game. It's incredibly frustrating.

My specs:

i5-6600K @ 4.8Ghz (also tried at normal clock to be sure)
RTX2070
16GB Ram
Win10 64
Crucial SSD

Latest drivers, yadda yadda. Basically nothing changed on my system except for installing Harvest.

I've had this problem with the DX11 renderer before too and nothing ever helped, which is why I was so overjoyed when Vulkan arrived. I am afraid we are just shit out of luck on this one. :(

@XenoPOE Yeah I agree, I didn't actually have any problems before, PoE was running fine with DX11 and then Vulkan was released I thought I'd give it a try and it was running a lil bit better so I stuck with it but then it all went to hell.

I really hope that we're not SoL and we get to a solution soon as I want to play without frustration.

If anyone has any suggestions to try, please pass them on I'm willing to tinker around and see if I can find something that works.
I may have solved the issue but I am still testing.
So far managed not to get any frame stutters when opening Strongboxes and did a few Legion encounters without any issues among the large amount of maps that I ran.

What I did is completely disabled the Intel graphics card and/or the Optimus technology if your PC runs it.

Anyone else that is running into the same issue, give this a try and let me know your results.
I am in much the same situation. I recently purchased a new laptop with a good CPU and dedicated GPU.

The game runs very poorly...
- Based on settings, the game selects the integrated graphics card, no matter the settings in game, on Windows, in the NVIDIA graphics card, or in POE's Config.ini
- I tried POE's own summary post suggesting "running as admin" or right clicking and selecting "run with dedicated graphics card"... no help whatsoever, the game still ran on integrated graphics
- Other games and benchmarks use the dedicated graphics card properly and based on benchmark results, POE should run smoothly
- Disabling integrated graphics and running POE results in a black screen and error "invalid T string", so it is clear that POE does not recognize the integrated graphics card

So... unfortunately the suggestion in the last post doesn't work for all.

GGG -- please fix POE so that laptops with a dedicated graphics card can run the game again! We want to play!

Both drivers are fully up-to-date and Vulkan renderer is supported by the NVIDIA card. However, when I try to switch from DirectX11 to Vulkan the game crashes out.
Same issue, getting constant FPS spikes in combat freezing the game for 1-2s and making the game completely unplayable.

Already tried with all the different settings, all drivers are up to date etc and PoE is the only game where this happens.
