LAG SPIKES - Videotron ISP? In quebec canada problematic? (never been this worse in 7 years)

I forgot how to do the internet check you guys want ill edit if you can help with it.

Tried washington and texas they both spike constantly..

But basically I am 33 ping and then spike to 350 every 5 sec or less, sometimes big spike to 1k and held for a while.

Did restart my router, modem and internet.

Needless to say that's not acceptable for me, especially in HC.

Also is it the same if you play in standard ??
