No more endurance charges for Chieftain

Hey guys,

can someone please explain how Chieftain has a way to spend endurance charges yet no option to generate them? I mean come on, 5% on kill. This is some joke of GGG, right?

Enduring cry now gives one endo charge minimum, even if no enemies near, if I read the gem reveal correctly.

And there is that cluster jewel node that gives 1 endo charge per second for 4 seconds if you have been hit.

Well, yes. But you would agree that this is neither a comfortable nor cheap way to gain charges, right? And you would agree that an ascendancy that makes use of a kind of charge (be it frenzy, power, endurance) should also have a way to create them through this same ascendancy. Right?

To elaborate:
- Warcries have a cast time and cooldown time so you cannot simply spam them..
but even if this would be possible: would you really like to do this at least once in every map? Stand there just casting warcries for a few seconds so you can finally start?
- there are stun immune monsters like bosses and not every build can stun reliably (1h weapons... no endu charge support gem...)
- Skill tree has just some spread out "%chance to gain charge on kill" mods. They cost lots of skill points and will not help you much when fighting a lot of bosses that do not spawn adds.


For me, this is definately a design flaw since it cannot be explained in any way. You can find arguments for dual wield nerf and some other strange things going on in upcoming league but this is only to be explained by "Jugg is the endurance charge ascendancy" yet this argument is really lacking because of Tawoah Forest's..


/edit: Well yes, I know the trick to annoint Smashing Strikes. Still this costs a lot of Damage / HP.


tl;dr: Is there any ascendancy that enhances / modifies charge usage that does not have an efficient way to create them except Chieftain?
