Evil Eye (from curse effect medium cluster jewels) was """nerfed""" and has become the most powerful cluster jewel notable in the entire game.
Old Evil Eye: 5% chance to Dodge Attack Hits from Cursed Enemies Enemies you Curse take 5% increased Damage New Evil Eye: Enemies you Curse take 5% increased Damage Non-Cursed Enemies you inflict Non-Aura Curses on are Blinded for 4 seconds Who inflicts non-aura curses on enemies and can benefit from blind? Practically every single build in the entire game (Saboteurs and blasphemers don't @me.) It's a guaranteed 4 second blind for almost every build and it comes with a ~4% more damage buff too. also its just 4 seconds and if they are recursed while curse active it wont refresh the blind so its got limited used on harder to kill targets that can survive 4 seconds

I think it a pretty good notable but not overpower.
It come from a cluster jewel right ? Then you have to play with a around that jewel a bit and you most people might be better with someone that his more focus on their build (for other notable/bonus of the jewel) You need to have curse on hit setup/item for a 4 second blind. If your build can kill boss fast, hit ennemies fast whitout oneshot them (as you need to hit to proc the blind to have any values out of it). " Do you actually care about blinding things that last more than 4 seconds? Most bosses are spell heavy and their attacks are so dangerous I sure as hell am not going to wait around to see if I pass a 50% chance to survive. So its a good trash blinder + 5% increased damage dealt to bosses, seems nice enough. And it isn't even a wasted medium cluster if you have curse on hit, sense you can pair it with Wish for Death for culling strike or Master of Fear for unnerve (if spell caster) |

Wait, people really think this notable will be played? I mean, for real? It's pure trash tier. You have a lot of means to get blind, and getting a medium cluster with no synergy with any build is far from the best.

" it had synergy with bane occultist... but the blind being only 4 seconds ruins it... thats 4 seconds of blind on a boss and no more benefit. glad I didn't bother with that one on my mediums as 10% curse effect and hindering felt better :) |

"A bane occultist has much better to get than a shitty 5% damage taken and a blind you can find everywhere. Any medium chaos damage over time medium cluster will be much more effective.
