Betrayal - Where to find Korell Goya?

I'm looking for Korell's items to unlock 'physical damage taken as fire' mod but I realised he's not even on my Investigation list?

The Syndicate is bigger than your Investigation list can hold. There are some of its member that will not be present in there.

If you happen to find out a member is not on your list, you have to keep defeating syndicate member until one of them will offer you a chance to be removed from the syndicate list. When this happen, that member will disappear and another at random, luckily the one you are looking for, will take their place.

Just make sure you are excommunicating a syndicate member you don't really need at that moment, it will take some time to reappear again

Remove other from your board or do the mastermind fight to reset you board.
