Computor running the game really slow

My NVIDIA recommends to play the game at max pretty much, recently got a new laptop RTX 2070 with 10th gen I-core but when I load into even just the starter screen I get 7-8 fps. I know this shouldn't be right has I've played this game before, every other game on this laptop is fine rust on max around 100fps. Just asking for any suggestions on why it is doing this

Most laptops nowadays have dual graphic cards. Check if you can force it to run on the RTX only. I had that problem once, the system was forcing the onboard intel instead of nvidia.
