Its usable for a flat elemental damage stacker, but only just and the fact its an axe is probably going to keep it from use.

Really its for leveling with a tabula running added cold + lightning, thats about all i've got.

tbh their two outdated uniques that they've updated are both still very bad i'm hoping the rest are better, they showed brain rattler in quite alot of the video clips so i'm hoping that got a buff.

It's probably meant to enable a possible meme build where the Lightning Warp part is used as a form of auto-repositioning like a pseudo-Flicker Strike. There were some builds that did that with other spell triggers with Body Swap and Lightning Warp so that might've inspired GGG to make this an option for Melee.

They were updated to be more interesting, not necessarily OP at endgame.

For Moonbender's Wing - with enough added damage, who knows? Ppl use the Tempest bow at endgame, and that has pretty much the same damage increase, and same crap base damage (albeit higher attack speed). If you can figure out the damage scaling, then Spectral Throw or Lightning Strike would be the kinds of skills that'd go well with it.

And Wake of Destruction is good for its level now. And at endgame, it makes for a far more useful boot to give your Animated Guardian than piddly Victario's Flight and its pathetic 10% movespeed.
