Any movement speed builds that don't cost the earth ?

Looking for a movement speed build similar to this old link - https://www.pathofexile.com/forum/view-thread/1657859/

It looked more than decent (900%+), the gear wasn't all that expensive and it didn't have to use more than few jewels, and certainly nothing that would end up making the build more than 4-5ex max. I know things have changed since this build as far as the tree goes but a lot of the gear is still around.

If this build isn't viable anymore what is the closest to it. I have 5ex to spend all up and would be looking to get 500-700% movement speed. Character doesn't really matter. I have a ranger. The only thing I don't won't be be doing is leap slamming. A grasshopper on crack does not really appeal. I want to run and farm, so I have to be able to kill things like Lunaris and Solaris, in a reasonable time frame too

you can go queen of the forest + reverse chill

that way you get 400-700% move speed, but you sacrifice a lot of dmg and life... build was created for uber lab farming and for that its quite nice
