This one might be good in the level range 50-70 for someone just starting a necro. If I were rerolling I'd probably want to pick up a hat like that to tide me over until I could get either a Baron with the proper enchant, or something else. I wouldn't pay more than 20c for it though, because as soon as you hit level 70+ you have access to better bases to craft onto yourself.

Also, where are summoners most likely to socket their important minion gems? Not in the hat, unless it's where a golem goes. This is why most +X to socketed gems affixes on a 1H weapon, shield, or 4L are dead affixes.

Notable exceptions are auras, curses, movement skills, and certain triggered effects. Also if the item is shaper/elder/conqueror influenced it can support more stuff.
