I had the same issue. Make sure you have Poison Support linked to your Cyclone.
With Poison Support you get 80% chance to poison, until you can obtain Poison Support gloves like in the POB.

mhh yeah maybe. i guess i have to spent my skill points till i get the stuff and then reset it afterwards
