The good thing about these Apparitions Effects, is that they are NOT very common. And I hope that GGG keeps it this way, to have these as truly Uniques.

Seems bugged. The apparition appears when stationary. However, it doesn't appear at regular intervals (while stationary) like other apparitions such as from the core supporter packs.
