Cover in ash and block?

If attack or spell gets blocked and I have xophs blood does it still cover enemies in ash? And do they have to hit my life or even when they hit energy shield ash applies?

Also, can I even cover enemies in ash when they hit me with spell/ projectile/ dot/ curse?
